Adoption Assistance Benefits Restored for Special Needs Children in Humboldt County
June 15, 2006 – The Sacramento County Superior Court has ruled that the California Department of Social Services must immediately restore adoption assistance benefits to nine special needs children in Humboldt County whose benefits were abruptly reduced just days before Christmas 2004.
Elisa B. sought a writ to set aside a decision of the El Dorado County Superior Court whereby she was found to be a legal parent of, and ordered to pay child support for, children born during her relationship with another woman, Emily B..
NCYL helped secure a US Supreme Court victory for a nationwide class of 450,000 poor children with chronic illnesses and disabilities. These poor and disabled children can now receive monthly Supplemental Security Income (SSI) payments, and, in most states, health care through Medicaid.

Through its legislative and policy work, NCYL dramatically reformed the system of child support collection in California, ensuring that parents share the financial responsibility of caring for their children. As the result of NCYL's efforts, child support collections in the state increased by $800 million.
Child support collections should be disregarded for children in the Temporary Assistance Program (TAP) thereby increasing the income of these children. These children by definition, lack a parent with the ability to increase household income through earnings.
