NCYL Senior Attorney Pat Arthur did a training June 18-19 in Seattle at the National Conference on Homeless Youth and the Law. Pat was one of three panelists discussing national policy on homeless youth. She presented on the unnecessary and often harmful incarceration of youth for status offenses, such as running away or disorderly conduct, and the Juvenile Justice and Delinquency Prevention Act. Fellow panelists included Bill Treanor, Executive Director and Publisher, Youth Today; and Curtis Porter, Acting Associate Commissioner, Family and Youth Services Bureau, U.S. Department of Health and Human Services. The conference was co-sponsored by the American Bar Association Commission on Youth at Risk and the National Network for Youth, in Collaboration with Casey Family Programs.
