Ninth Circuit Hands Long-Awaited Victory to Children Living with Relatives

In March 2003, after years of litigation in both state and federal courts, the United States Court of Appeals for the Ninth Circuit in Rosales v. Thompson paved the way for a greater number of kinship foster children to receive federal foster care benefits.
