Children’s Rights, a national organization advocating child welfare reform, seeks an experienced and passionate child welfare professional to join our senior staff as director of our well-respected policy department, providing leadership, vision, and guidance for our policy research and advocacy at the local, state, and national levels, and vital expert assistance in the context of our class action lawsuits to reform public child welfare systems.
The portfolio of the Director of Policy is diverse, including traditional policy research and advocacy alongside direct involvement with systems actively engaged in reform. The position offers a unique and exciting variety of professional experiences and challenges, a high degree of public visibility — and abundant opportunities to influence the development of public policy regarding child welfare at all levels.
The Director of Policy reports to the Executive Director of Children’s Rights and supervises a staff of two senior policy analysts, as well as graduate and college-level interns. There is a long-term plan to expand the policy department within Children’s Rights.

Children’s Rights seeks an attorney to play an active role in class action litigation on behalf of abused and neglected children throughout the country.
Children’s Rights uses the power of the courts to force systemic reform of failing child welfare systems through injunctive relief, and seeks court orders to mandate reforms through trial or settlement. We remain involved in cases post-judgment to ensure the enforcement of the court orders.
Children’s Rights attorneys, working with local advocates, investigate failing systems, conduct extensive discovery, and prepare cases for trial. Most of the cases settle on the eve of trial, and litigation is sometimes renewed post-judgment in the context of enforcement proceedings. Complex motion practice is involved, as is extensive negotiation with defendants, usually in the context of settlement and enforcement activities.

The legal staff works closely with other ACLU‐NC staff members in developing overall advocacy strategies for protecting civil liberties and civil rights involving litigation, public education, and legislative strategies. The Legal Department is part of a larger multidisciplinary ACLU team, which also includes professionally‐staffed Policy, Communications, Organizing & Community Affairs, Legislative and Development Departments. The staff of the ACLU‐NC consists of 50 persons.
Position:
The staff attorney will be responsible for developing civil liberties and civil rights impact litigation. The attorney will litigate individual and class actions raising constitutional and statutory claims in state and federal courts, at trial and appellate levels, through direct representation and the filing of amicus briefs. The attorney should anticipate working in one or more civil liberties and civil rights areas, such as freedom of speech and association, racial justice, criminal justice, privacy and technology, and student rights. All attorneys in the office work closely with and supervise cooperating attorneys from private firms, often work as co‐counsel with other public interest attorneys, work in collaboration with the Policy, Communications, and Organizing and Community Affairs Departments, and provide assistance to ACLU's legislative advocates in the Sacramento legislative office.
